Police actively check e-bike and e-scooter riders, and the fines are among the highest for any light vehicle. Here is what each violation costs in 2026.
The main fines
- Riding without a helmet — ₪1,000.
- Riding under the age of 16 — ₪1,000.
- Exceeding 25 km/h or tampering with the limiter — ₪1,000.
- Holding a phone while riding — ₪1,000.
- No license plate — ₪750 in 2026. The fine rose gradually: ₪100 from 2024, ₪500 in 2025 and ₪750 now.
- Riding on the sidewalk — ₪250.
- Carrying a passenger — ₪250.
Who issues the fines
Today, the Israel Police are authorised to fine riders. Enforcement powers are gradually expanding to municipal inspectors as well, following a decision passed in the Knesset.
When the vehicle is taken
For repeat and serious violations, the device can be confiscated. Riding under the influence of alcohol is treated the same as driving a car, with the same consequences.
How to avoid fines
- Register the device with the Ministry of Transport and fit a license plate.
- Always wear a helmet — it is the most common and most expensive fine.
- Ride in bike lanes, not on sidewalks.
- Do not carry a second person and do not hold a phone in your hand.
