An electric bicycle and an electric scooter are a convenient way to move around the city, but strict rules apply. Breaking them carries heavy fines, so it pays to know the requirements before you ride.
What counts as an e-bike or e-scooter
Light electric vehicles are devices with a motor of up to 250 W whose assistance cuts off at 25 km/h. Anything more powerful or faster is legally a moped or motorcycle, which requires a category A driving licence, insurance and full registration.
Age
You may ride an e-bike or e-scooter from the age of 16. Riding under that age is prohibited.
Licence and theory
To ride, you need one of the following:
- an Israeli driving licence;
- a foreign licence registered with the Ministry of Transport;
- a pass on the A3 theory exam — for riders without a licence. The exam carries a fee (around ₪74).
Helmet
A helmet is mandatory on every ride and at every age, for both e-bikes and scooters. There are no exceptions.
License plate
Since 1 August 2024, every privately owned e-scooter and e-bike must be registered with the Ministry of Transport and carry a license plate. Registration is free; you only pay for the physical plate.
Where you may ride
- First and foremost, in bike lanes.
- On roads with a posted speed limit of up to 50 km/h.
- Prohibited: sidewalks, highways, dedicated bus lanes and pedestrian crossings — you must walk the scooter across a crossing.
Key riding rules
- One rider only; carrying passengers is not allowed.
- A white front light, a red rear light and working brakes.
- No holding a phone in your hand while riding.
- No headphones in both ears — you must be able to hear traffic.
- The alcohol limit is the same as for car drivers.
